Billboards are broken if they are the child of an NPC agent

If you set a billboard as a child of an NPC Agent, the billboard goes to (0,0,0) in publish and preview mode. It works in edit mode. 

Repro Steps:
1. Create a script that moves around an NPC agent

2. Set a billboard object as the NPC's child

3. Publish the world

4. Check if the billboard is visible at (0,0,0)

Repro chance: 100%
