Cant use NPCs at all anymore
the horizon/npc script API doesnt work in Australia due to legal restrictions. This isnt just limited to AI voices, but all of NPC functionality.
Will NPCs ever be available in Australia? Its a very big hindrance to anyone making worlds outside US to go without it. Is there a list somewhere of countries where NPC api will and will not be available or any docs about it?

AI NPCs are not available for Australia due to legal restrictions, but you should be able to create NPCs that aren't AI.
We have some documentation on how to add and configure NPCs in our creator manual that I've linked to.
Are you using the process outlined in the creator manual to add NPCs or are you adding them with another method?
