Need Clarification on Horizon Creator Program Access

I'm having trouble getting started with the Horizon Creator Program.  
I am 22 years old and based in Mexico City (which, as far as I know, is not a restricted country). My Meta Quest profile shows that my account is in good standing and compliant with the rules.  

I am currently studying Electrical Engineering at UNAM (C.U. campus). While I am not yet an established developer, I have experience creating skins and programed maps in other platforms, and my goal is to become a content creator in Meta Horizon Worlds — starting with Meta Horizon Worlds for Desktop, custom clothing and more.  

Together with my partner, who is developing sports content and blogs, we plan to create virtual spaces where her community can gather, and integrate digital merchandise to conect with our comunity in Instagram.  

Given this background, I would like to understand if there is any limitation or issue with my eligibility, since I believe I should at least have the possibility to access and try the program.
