NPC character builder- unable to access

Yesterday while building a world, I tried to test the NPC AI Character Generator in the desktop editor. I attempted several times to select that option, but it appeared grayed out/almost unavailable. I tried both the standalone desktop editor and the Link/Meta desktop editor, and had the same issue in both.

Is anyone else experiencing this? If so, how do I resolve it? I’m trying to add special NPC characters to the world I’m currently building and would really like to get this in for the holiday, so any information or timing guidance would be very helpful
