Sublevel is broken ;

i am trying to follow the world streaming from learning section, but its outdated and not able to make anything work.
Can someone make a step by step guide on how do i make it work? 
Currently when i assign a world to sublevel object  and set it to active, according to documentation i should be able to see the sublevel. But its empty and not even loaded while in playmode.
