Currently, sending PMs MetaStoreHelp​ doesn't work.
Usually, it works by clicking on their name, then clicking the "message" button.😉

I have the same issue aswell. Meta won’t let me buy anything digitally (Games, in game purchases.) I don’t know where to file an appeal and the instructions ypu have hieven me before have not helped.

This has happened in my previous accounts too typically, it’s flagged by a warning from the site regarding unusual behavior. I wish I had better advice than this, but the most important thing would be to submit the appeal and any relevant information that’s been requested.
