Cant buy any games
I can download free games but when I try to purchase one, it says "feature not available to you" please help me

I was unable to add any payment methods such as my debit card, but I was able to add Quest Cash through a Quest gift card. However when I try to buy the game it still says the feature is unavailable to me.
