For anyone still having issues with this, this is how I fixed it.
Step 1: Win + R.Step 2: Type %appdata%.
Step 3: Find OculusClient in the %appdata% folder.
Step 4: Go into GPUCache and delete everything in the folder.
Step 5: Go to Cache and delete everything in that folder as well (Crtl + A since there are a lot of things in it).
Step 6: Load the Oculus App
This is how I personally fix it.
If it doesn't work then I don't really have another solution.
