I am having the exact same issue and nothing is fixing it.
Mine started after I popped my headset on yesterday and tried to download Asgard's Wrath 2.
I noticed that the store page said that it was advisable to update my headset to V60 for the game and when I went and looked, I was already on V60 so it must have updated overnight.
But then when I tried to download the game, it always gets stuck between 500-600MB and then cancels, it just won't download, nor will any other game or app now.
I have tried everything from switching to multiple different Wi-Fi, rebooting headset, rebooting router, signing out of Quest phone app and signing back in, finally I did a factory reset on the headset and the issue is still there.
Before anyone asks.....I had well over 230GB free storage before I did the factory reset, I now have the full 512GB.
So I currently have a very expensive paperweight and a vast library of games I have purchased.....and I can't get access to them.
This needs to be fixed asap please, nobody from your support team seems interested and when I finally got to speak to someone via WhatsApp last night, every response took them around 20 minutes and the only answer I got was "have you tried rebooting the headset".
Come on guys, I'm a software developer of 40 years, I've owned almost all headsets released since DK2 and so I know what I am doing and I have never encountered anything like this.
It has to be software related surely, some update you have done has caused this because previously and for the past few years.....it has been working perfectly and I haven't changed a thing at my end.
