Very rarely if ever, I reckon. They're all away on Christmas vacation anyway. You could try submitting ideas to the Feedback Center, but not a great wall of text.
Electrofluff Generally, as steve_40 says. it's mostly more immediate technical issues or problems that are handled here. The Feedback Center is, definitely the way to go as Steve said. Keep it short and simple and make your recommendation.. If it's a treatise, they'll be thinking the well known meme "Ain't nobody got time for that!" 😂
