Ok so basically its the runtime service and its set as an automatic startup even though its not located in the startup apps folder of task manager
1. Win + R
2. type services.msc
3. scroll to Oculus VR Runtime Service, it should say automatic under startup type if this is the problem.
4. right click on it
5. click properties
6. change startup type to manual

Turn off this setting in Windows. The Link services will still run on startup, but it will stop the client app from running.
Or search the forum for a more complicated hack if you need to disable all the services, there is one from a few months ago.
