Try another phone or a tablet for setting up the Quest.
Maybe borrow one from a family member or a friend just for the set up.
Apparently the Horizon app isn't working properly with your phone.
I've seen several posts today from people having crashes in the Android app, so it must be a bad update.
I've submitted a report through my phone app (iOS version) to tell Meta there's an issue with the Android update. Hopefully they will take note. If you're able to get the app to open, use the option in the app to report a problem.
Yeah, seems happen to people with older Android versions.
