What makes you even think you were entitled? Offer expired ages ago afaik.
Where did you buy from? If you bought from Walmart, the Quest 3s must have been bought between 25 Sep 2024 and 31 Dec 2025.

The new Meta account is only nesscary to get the store credit for the device referral thing.
Actually, even here you don't need a new account, just an account that hasn't already a Quest on it. I received the referral credit when I bought my Q2, although I already had the Rift S on that account.
The promo of getting a game free by buying a new device is not tied to a new account. I got Asgard's Wrath 2 when I bought my Quest 3, even though I already owned the Quest 2.
