I'm having the same problem.2.18/2.19 is all that can download/ instal.
I'm seeing the same problem - install/download gets to 2.18/2.19 and stops, eventually errors out. In the OculusSetup.log I can see errors 404, it looks like some of the download chunks are not properly published to your WEB server, or possibly CDN is misconfigured or having problems. Since full download URLs are not showing in the log, hard to troubleshoot it further.
