Quest 2 Won't Download Games

Had an issue with my Quest 2 not connecting to WiFi a few months ago.  It would connect and then disconnect and keep doing this.  Finally got around to troubleshooting it today and below are the steps I've taken.

  1. Factory Reset Quest 2
  2. Connected to cellular hotspot
    1. Downloaded and installed update
    2. This resolved the WiFi connectivity issue
  3. Connected to home WiFi
    1. Able to access speedtest.net in browser and get over 300 Mbps up and down
    2. Checked for updates and installed additional update.
  4. Attempt to download purchased games
    1. Click "Install" on game in Library
      1. Brings up WiFi settings
        1. Shows connected, nothing needs to be changed 
        2. Clicking done just closes settings
      2. This happens on every game I've tried to install in this manner
      3. This also happens while actively running a speed test in browser
    2. Find Game in Store
      1. Click on Download
        1. Adds to Queue and doesn't install
        2. One time only, I was able to get about half of a game downloaded but then it quit.

There is a serious software issue with the Quest 2.  I have updated the device to the most recent OS version.  It's connected to the WiFi.  I have rebooted all our network equipment.  Our equipment is not running WiFi 6.  The device has been factory reset.  Please provide a resolution to this software issue so that we can use the device.
