Quest 3 won't download apps

I was having a hard time downloading a specific game and went through all the troubleshooting I could find only to end up by doing a factory reset of the device. I figured that should do it, but after performing the factory reset I brought the system back up and then asked it to download and install all the apps that I had installed previously. This seemed to work great and MANY apps were downloaded and installed (proving that I am logged in and connected properly) but I noticed that a list of apps slowly grew at the bottom of the notification page where it states that it os downloading the app, but there seems to be no progress and nothing happens. Other apps successfully loaded while these notifications stayed and finally all the other apps were successfully loaded. Here is a list of the apps that will not download and install:
oathbreakers, Death Unchained, Augmented Empire, virtual desktop, catan vr

Can someone help me debug what is going on here? why don't I see why these aren't making progress. Why is there no message when a download fails to make progress? This is bad programming to have such a simple and core process not work. 

Please help, and don't even say I need to factor reset... because I just did that.

    When your experiencing download issues it can be less from ideal, especially when you're looking forward to enjoying one of your favorite games in the Metaverse, so we would love to provide a few troubleshooting steps below we would like you to try:

     

    1. Check for Memory.

    • Ensure that your device has enough memory to download the app. If your device is low on memory, it may take longer to download the app.


    2.  Cellular Networks.

    • If you are using a cellular network, such as a hotspot, be aware that download times may be longer. Try moving closer to the router or switching to a different network if possible.


    3. Find a Stable and Fast Wi-Fi Connection.

    • Make sure you are connected to a stable and fast Wi-Fi network. Moving closer to the router may help improve the connection speed.


    4. Check for Other Large Downloads.

    • Check if there are any other large downloads in progress, such as downloading other games or watching streaming services. These can impact the performance of your WiFi and slow down the app download process.

      As I stated in my original message other downloads worked great so I know it is not a connection issue. I’ve looked at the storage left and it is almost empty - tons of space available. I’m not on cellular. I have a 1g cable internet service that I am connected to by WiFi. I am a software engineer so I have tested as many issues as I could. But still I hit “download” and I see the progress bar for a second and then it goes back to “download” button. The notifications show that it is downloading … but after hours there is no progress.

        Thanks for confirming all of the above, we will put a couple more troubleshooting steps for you to try below:

         

        1. Log out and log back into your Meta Account

         

        2. To manually uninstall then reinstall the Meta Quest Link app from your device

        • Disconnect the Rift/Link cable from the computer.
        • Disconnect your computer from the internet.
        • Backup any necessary content.
        • Learn how to back up your content in our Help Center.
        • Reboot your computer into Safe Mode.
        • Learn how on this page.
        • Uninstall the Meta Quest Link app using the Control Panel.
        • Learn how on this page.
        • Delete all Oculus folders from the folder C:\Program Files.
        • Remove any Oculus folders from the following locations:
        • C:\Users\YourUserProfile\AppData
        • C:\Users\YourUserProfile\AppData\Local
        • C:\Users\YourUserProfile\AppData\LocalLow
        • C:\Users\YourUserProfile\AppData\Roaming
        • C:\OculusSetup-DownloadCache
        • Note: The AppData folder is usually hidden. Use these steps to access AppData.
        • Press Windows key + R to launch the Run dialog window.
        • Type %AppData% in the Run box and click OK or press Enter.
        • File Explorer will launch to the AppData\Roaming subfolder.
        • Click AppData in the File Explorer address bar to show all three subfolders in the AppData location.
        • Restart your computer in normal mode.
        • Reconnect your computer to the internet.
        • Install the Meta Quest Link app again using the setup tool from our website.
        • Reconnect the Rift/Link cable and re-test the headset

  • I think I was able to figure it out. It turns out I got these apps as part of a promotion, and when it was over they were uninstalled. On the quest the store only had “download” as an option. On the phone app, it has the option to purchase. After purchasing it I see that it downloaded and installed
