Quest Download Link, leading to OLD Oculus website. [ERR_CONNECTION_REFUSED]

I've had this issue since Meta bought Oculus. I am completely unable to download a new version of the Meta Link Application. I needed to refresh the drivers so I finally uninstalled the application from my windows to reinstall it. Woe is me when I find out that I don't have the initial installer downloaded, and now my Meta is bricked for PC use. Is this being worked on? Is there a work-around? My games seem to be blocking the runtime.dll for VR. So I need an update.

Steps I've tried over the years to fix this issue.

-Different Browser

-VPN

-Direct Download pirates

-Repairing the app (Initial)

-Switching runtimes to avoid quest link completely

-VD

None of these solutions worked.
