System Message Should Provide "Do not show again" Functionality

All system messages should include a "do not show again" checkbox and there should be a section in Settings -> Notifications that list the notifications that have been blocked and allow you to unblock them. There are way too many notifications that I get repeatedly, and I do not want to see any more. Like the message telling me that one of my controllers is disconnected when I am playing a game that only needs one controller.
