Add optional "IGNORE" feature to the forums.

There's a lot of noise
on these forums and it has caused my right index finger to grow unnaturally
large and muscular from all the exercise it gets scrolling past posts with
questionable value in otherwise interesting threads, usually attributable to
the same individuals.  It's like an itch that won't quit.  Therefore, I think it would be nice to have an "IGNORE"
feature available tied to user accounts.
