The enemy being on your case was one of the main gameplay killers ever since Far Cry 2. It seems Ubisoft still doesn't want you to blend in and then employ guerrilla tactics fully which is a shame because the story setting does seem to favour that style of play - to a degree you still can though. However, it becomes too annoying when one set of AI triggers an event when you're scoping another and thus ruins your stealth/planning in the process. A bit more anonymity when traversing the open-world would work wonders and is easily fixed by having a GTA style wanted system or faction system for those who get too sloppy and deserve to have the world kick yer ass as soon as you poke your tiny toe outside of a safe area.
At least enemy air support isn't overpowered like it is in Wildlands. It was the biggest pain in the butt ever especially as there were no counters unless you went full rambo. Wildlands does have a lot more visual variety than Far Cry 5 though which works in its favour, but the whole killing the drug cartel isn't as interesting as religious zealots even if the presentation of the main characters (in Wildlands) was very good.
Edit: I am just waiting (like everyone else) for Ubisoft to officially announce Splinter Cell Next using similar systems but in a more populated city location like you see in Watch Dogs 2 (San Francisco).
