Had the same problem until I did a factory reset of my Quest, once I finished with the setup and welcome tutorials, I went go directly to the applications download tab and noticed that Facebook, WhatsApp, Instagram and Messenger (and others) are not included so the OS starts a download for you. What I did was to click the cancel button on the apps I do not use before they finish downloading and that did the trick!
OS does not try to install them again because I did not let it do it the first time. OS updates will not trigger the download too.
I left Horizon Worlds as seems to be integrated in the OS, but it is also on that download list that you can cancel.
I have a slow connection to internet so you may want to unplug your Wifi once you finish the quest setup and welcome apps and then click the cancel to those apps you do not want.
Meta may fix this, but I think they should allow you to uninstall those apps we do not use.

Thanks, but to be honest I'm not interested in factory resetting just on the offchance it stops Meta's total ignorance and arrogance, and customers should not have to do that.
It's not that you can't uninstall these apps but the fact Meta just reinstall them every time you do, which is completely unacceptable.
Having had a number of poor experiences with their customer service, this is about the final straw for me. If they don't stop forcing their crapware onto MY headset then they will lose any chance of any future business from me. It's as simple as that.
