Im stumped with my xbox one usb dongle. It will not power on. Can anyone help. I have been looking

Basically it chooses to power on when it wants to.
Now my pc will not even recognize it. basically wont power on
windows 10

    I can think of 3 possibilities:
    1) The dongle is dead. Try connecting it to a different device and see if it works.
    2) The USB port is dead. Try connecting something you know works into it and see what happens.
    3) Windows is turning it off. Go into power settings and disable USB power saver stuff.

    Yeh I tried all this stuff.
    Its a pain.
    I uninstalled and reinstalled the drivers. It is turning itself on and off constantly
