solution to staggered rollouts

it annoys me so much that - even on the PTC - the staggered rollouts lead to random feature disparities or being unable to test new features as they come out

so i have a few solutions to this issue

• A) make the PTC the channel with all features enabled
• B) introduce a canary channel with all features enabled
• C) add the features that depend on staggered rollouts to the experiments menu

the whole reason for this thread is i really want to test the navigator but i haven't received it yet
