Quests are made in China, although Meta is transitioning to making them in Vietnam.
Neither China or Vietnam are on the TAA designated region list. So it's not going to meet US department of defense requirements.
As kojack says, when it comes to hardware, the country of manufacture might be an issue for many but then again, where are the parts made for the Vives?

Thanks this is helpful info. We do use HMS, and link our managed cloud storage to it in order to secure our data, which most clients appreciate. There are some clients that simply won't use the Quest 3 without the additional assurances HTC has created. In some ways it does just feel like the perception of security, but it does earn them a huge vertical of customers for a clearly inferior product~
