Why do some forum members have dark blue names?

Well the blue bold names are from the Oculus team (just check my name over there ->).

However, there are thin blue names which I honestly don't know why they look like that. It just started happening a few weeks ago, some people randomly have blue names. I thought maybe it had to do with the anti-spam features, but its not happening with every new user. Just some of them. Who knows?

If geekmaster gets one then I get one. :p

I believe it has to do with an user that has either corrupt or unassigned permissions. At least that's how it works in a lot of forum software (by default).
