What do you see in your headset settings under LINK before you click the Launch button? You need 4 green ticks, and the computer must be "connected" (this "connected" is a confusing term and does not mean a PCVR connection is established yet; it just means the headset is detected by the PC app and vice-versa).
Also, in the Meta Quest Link app on PC, what version are you on? The version number can be found under Settings->General, then scroll right down the bottom. The current version should be: Meta Quest Link app version 81.0.0.828.254 (81.0.0.828.254).
