Bug v.2.1 no menus on windows

Quest 2 updated to v2.1

Sometimes after starting up after being powered off pointing/clicking on the white bar beneath a window such as Browser the menu does not come up - (with name of app and action icons e.g. 'x' to close).

Work around is to restart until normal behavior returns - sometimes 2 or 3 restarts are needed.
