Simply use the Meta Quest Link app on your PC (make sure Meta Quest Link is set as your default OpenXR runtime in the app settings) and play it like you would any other PCVR game using QuestLink or AirLink.

No, that's not possible.
There are different systems: PCVR - Windows, Quest - Android.
You can play PCVR games on the Quest if you connect it to a PC. However, the games won't run on the Quest - all the work is done by the PC and streamed to the Quest.
So you always need the PC version of a game to play PCVR. Games developed exclusively for the Quest can't be played on a PC.

A small number of games available on Steam natively support the Quest VR runtime and can be played using Meta Quest Link without having SteamVR running. I can't think of specific examples off the top of my head, but I have one or two of them in my collection. I tend to think of them as being "Quest games", but they are not Quest exclusive.
But I'm wondering if the OP is talking about streaming a game from the Quest to their PC (which is a weird idea)?

It's not possible.
A Quest can play PCVR games via various methods, but there is no way for a Quest game to be played by a PC (they are made for the wrong CPU/GPU/OS). The best you can hope for is that the game is cross-buy and you get a free Rift version with it, that would be playable on PC (using a Quest with Link/Airlink/VD/Steamlink, a Rift, or other headset using Revive).
