All you will need to do is to purchase the games twice, then your family can all have a fun day out in the Virtual World! You can simply manage them both through your horizon app, and have both profiles logged into separate Quest headsets.

I think you can buy it from the Store app using your second child's profile on their headset, after they request parent's permission, using your store pin?
There is the option "buy a gift" in the store. That might be the easiest way..... simply gift it to the child accounts.
