can i use meta quest link with my PC? (laptop)

i have XPS 17 9720 with rtx 3050 4gb, and i want to know if i can use PCVR with meta quest 3, and i think i cant use the, what is link feature? because in meta quest link app there is: 

but when i clicked the link, there was not specific requiements only that rt wait, *Note: NVIDIA 3050 (laptop) and 3050ti GPUs are not recommended for use with Link. ehmm, okay i will maybe just use meta quest 3 standalone.
