My step son has a VR at his mom’s house and we are wanting to get him one for our house as well so he doesn’t have to keep lugging it back and forth. Would we be able to log in to his account on both VR sets? Not at the same time. He would use his moms while there and ours while with us.

That's no problem..... here are lots of people - including me - who have more than one headset.
Just make sure, he really set up the second headset with the same account as the first one, so all of his games are available to him.
Yes. You can of course use one Meta account on multiple headsets. That is, as long as only one headset is active with that account at a time.
