Can't Access Gaurian/Developer Mode after Updates (Quest 1)

I can't access my gaurdian at all since I had the Gaurdian Turned off the last I used it and I don't have access to the dev tools since it's been a few years since i used my quest 1. I additionally can't get any official "Meta Support" since my meta account isn't linked with my previous Oculus account and it says i "own no devices". 

I need to figure out how to get developer mode back in order to turn my gaurdian back on and be able to adjust it.
