Can't generate referral link for Quest 3 referral bonus ($60) - long-term Quest 2 user (since 2021)

I am a Meta Quest 2 consumer and have been using my Quest 2 device since 2021. I recently purchased the latest Quest 3 for a family member, and I know that Meta provides a referral reward of $60 for inviting family member to activate the new device through my referral link. However, when I tried to generate my own referral link, the page only showed a blank screen with nothing loaded. My account has no violation records and is in normal use status. Other users around me can generate their links without any problem, so I have no idea what has gone wrong with my account. I would be truly grateful if you could help me resolve this issue. @
