Can't Get Meta Horizon Link Setup Started

Been searching for a fix for days. I keep trying to install the setup, but I keep getting hit by the same "Can't connect, can't reach the Link server" nonsense.

 The only thing I've been told is that something called 'System.Web, Version=4.0.0.0' can't be found. I've been repairing .NET, installing necessary the dlls, checking registries nonstop, even turned off all of my computer's defenses, yet nothing works. Been trying to get back into PCVR, and this app is the ONLY thing holding me back. 

Please help, Im genuinely at my wit's end lol
