Can't install meta horizon link

Every time I try to install Meta Horizon Link it starts the download it gives me the encountered an error during installation and requires me pc to be restarted but nothing changes after I restart and I can't figure out what the issue is. And it won't let me delete the old meta horizon folder because for some reason it's open elsewhere even after a fresh restart and immediately attempting to delete it. What do i do

    Also it won't let me uninstall/delete the old horizon meta folder because it keeps saying it's open in another program but I've tried looking and closing any process that could be using it

      Reboot PC. Again.
