You can try uninstall/reinstall the Horizon app or log out and log back in again to see if that works..... if you are lucky, this works.
If not, use another phone - maybe borrow one from a friend or family member for a few minutes - or use a tablet to set up the Quest. This worked for several users with the same issue.

i installed meta horizon on my sister's phone, loged in and my headset before reset was still here! On other phone!

Hm, that's odd...... if you have an Android phone, you could try if it works using an iphone - if you can borrow one somewhere.
You can also look on the webpage...... if the headset after the factory reset is still connected to your account, delete it there.
