Developer account creation

i am trying to create a developer account but when it asks for a phone number to send a verification to, it keeps saying: You can only complete this action in Accounts Center. Go to Accounts Center. Then when  click this there’s no option to verify.

    Hi, i had the same issue, eventually found a new meta/horizon sign up page and this allows you to create a dev account, HTH
