Features missing from v83 x1033 update

On Nov 5 my 3S updated to V79. Immersive Home was included but Navigator, the ability to anchor apps to walls, etc - missing. 

After a lot of googling I saw many posts about Meta slowly rolling out updates, so I waited even though I saw that others had these features for months. I'm on major release, not PTC.

Today (11/27) the 3S updated to V83 x1033, but there does not seem to be any update to the features. Navigator is still missing, there is no "advanced settings" tab, no ability to anchor apps to walls, etc. I restarted, power cycled - no change.

What gives? are V79 features still being withheld on V83?

    Yep, they are. Which features you get is a roll of the dice. Two people sharing the same device with different profiles could have different features 🙃.
