You've pressed the volume up button instead of volume down button when you tried to factory reset. Doing that gives you the no command screen.
Try factory reset again and make sure to press volume down(minus) and the power button.

Factory reset is always possible.
To reset your Oculus Quest 2 to factory settings, follow these steps:
Method 1: Using the Headset
- Turn Off the Headset
Press the power button to turn off your headset. - Access Boot Screen
Press and hold the power and volume down buttons simultaneously until the boot screen appears. - Navigate to Factory Reset
Use the volume buttons to scroll to Factory Reset and select it by pressing the power button. - Confirm the Reset
Highlight Yes using the volume buttons and press the power button to confirm.
Method 2: Using the Meta Quest App
- Open the App
Launch the Meta Quest app on your smartphone. - Select Your Device
Tap on Devices in the bottom menu and choose your connected headset. - Access Advanced Settings
Tap on Advanced Settings. - Initiate Factory Reset
Select Factory Reset and confirm the action.
- Turn Off the Headset
