How to choose store credits as a payment method

I supervise my under 13 son's account and I purchased some credits for him to spend. However, we cannot figure out how to use them. If he tries to buy something, it says to ask a parent. If I respond to the request, it only allows us to use my credit card for payment. What steps are we missing?
