How to reach support for restricted account when my account is listed in good standing?

I have emailed support about being unable to access horizon Worlds and I was told my account was restricted but on my account center safety center it is listed as “Good Standing”. I have never received any notifications of restrictions on my account and there are no places for me to click to submit an appeal. Everything on my account page looks normal. Please help. Support by email has not been helpful and I would like to escalate this. Thank you.
