As a temporary workaround you can create another account, add your credit card - this worked for some users without issues - and use this one to gift games to your main account.
I think VRPUPU's blog was suggesting that doing this was one of the things that was causing purchases to get flagged by AI as suspicious 🤔?
Basically, Meta’s entire risk system seems built around the “gifting” feature—they really do not like players sending games to friends.
So basically, it's a Catch-22 situation.

Actually, I thought this applies to those who aren't able to buy - even though they have a payment method, gift card or Quest cash - and then create a second account to work around that.
