I got a meta quest 1 from a friend but I tried to link the meta quest to my account, but it's not working and my friend doesn't have access to his account anymore. I have a serial number, but that is also not working.
That's a difficult one. Meta have protections against theft of devices so a serial number which is written on the device is no proof of ownership. Your friend will need to get access to the account. He can request a new password if he can't remember it and can access his account. He will have to remove the device from his account for you to then register it. That's the only way as far as I am aware.

You must factory reset the Quest.
After doing that you are able to set it up with your account

Probably the set up with the latest version of the mobile app won't work and you'll need an older version of the Horizon app for the set up.
