We are happy to hear you decided to stay with us when upgrading from you Quest 2!
If you already have a developer account, there should be no issue in setting up your new Quest 3S for developer mode.
To enable developer mode you will need to do the following:
- Open the Meta Horizons mobile app.
- Navigate to Menu > Devices and then select your device.
- Go to Headset Settings > Developer Mode and then enable Developer Mode.
- Use a USB-C cable to connect your headset to your computer, and then put on the headset.
- Go to Settings > Advanced > Developer, and then enable Enable custom settings and MTP Notification.
- When asked to allow USB debugging, select Always allow from this computer.

Yes it says i own the device but i cant open the developer mode

Hey there,
Potentially what may be causing an issue here is if you are signed in via an additional profile. Developer mode only works if you are currently signed into the headset via the primary account.

Yes It’s under my devices I own but it keeps saying it needs the owner permission to use developer mode
