Instagram won’t load

I attempted to log into my instagram on my iPad while on vacation in punta cana, although it allowed me to log in it never fully loads my feed or anything. Not even the settings it just says technical error. I tried to go back to using my iPhone but then the same issue began occurring there. Ive deleted the app, reinstalled my phone, done all the trouble shooting one can thing of. It just prompts me to change my password over and over again. It’s gotten to the point to now it doesn’t even text me a verification code even though it says it sent one. Please help.
