Is OBS streaming through Link local or sent to a server?

I have the Quest 3 and am interested in streaming my game through OBS Studio. I found instructions here: https://www.meta.com/help/quest/1160309589204876/  -- "Cast from Meta Quest Link to OBS". If I use those instructions, does the stream get sent to Meta servers somewhere? Or is it all on my local machine?

I have seen other instructions for using oculus.com/casting, but I don't want to use that, don't want my stream to go to another server.
