Menu not appearing

Using a Quest 3 I can't get the universal menu to pop up no matter what I do.

Initial Problem: The headset was on an outdated system software version. This caused the Meta Quest Store to appear empty, and the universal menu was not accessible.

Actions Taken Fix This:

  • I attempted to perform a standard system update from within the headset, but this failed.
  • I attempted to perform an update via the Meta Horizon mobile app, which also failed.
  • Based on external troubleshooting, I concluded the automatic update system was not functioning.
  • I successfully sideloaded the latest v79 system software update using the Meta page through Chrome and wired in with USB-C.

Current Problem (Post-Sideload): The system software is now up-to-date, but the same universal menu problem is still here:

  • Pressing the Meta button on the right controller produces the audible sound of the universal menu appearing.
  • However, the universal menu does not render or display visually. Nothing happens aside from the noise, clicking it over and over or fast tapping does nothing other than bring up the crash report send log.
  • I have confirmed the controller is working correctly, as its button presses are registering the audible cue, and the controller functions as expected in applications that I load into via my phone or by just clicking on Horizon Worlds.
  • The issue appears to be a bug with the system's UI rendering service or shell, which is failing to display the menu despite the system's recognition of the command.

Troubleshooting Already Performed:

  • Standard Restart: I have powered the headset off and on multiple times.
  • Hard Reboot: I have performed a hard reboot by holding the power button for 30 seconds. I had also factory reset the device.
  • Controller Diagnostics: I have confirmed the right controller is working and does not need re-pairing.

The problem persists after all these steps. This is a core software issue that prevents normal use of the headset, and it appears to be a direct result of a bug following the manual sideloading procedure. I have exhausted all self-service troubleshooting options, I've wasted an entire day trying to get this junk to work. Please help.
