There's a very good reason why users can set a PIN code on their Meta store account and also set 2FA authentication on their Meta Horizon and PayPal accounts 😉.
You should contact PayPal about the unauthorized transactions and see if they can do anything about it.
To recover your Meta Horizon account, try the instructions on this page.

I do have a PIN code and I do have dual factor 2FA. Guess what? Meta detected the hack and I received an email stating that "We this someone is accessing your account" immediately followed by an email for "This is to let you know that the email address brdgh@hi2.in was just added to your Meta Account." and then four Paypal transactions from Meta Horizon store. After which I can no longer access my Meta Horizon account which disables me from cancelling the transactions. Now Meta is taking forever to either cancel the transactions or help me restore the Horizons account so I can cancel them myself.
Who can help me with this here? Paypal does'nt want to help either stating that the transactions are coming from a legitimate account which had previos access to Paypal account. (basic fraud detection from Paypal should have caught this... come on paypal! do better.) Is there a way to get support from meta to get this resolved?

I don't understand how they could have hacked your account if you had 2FA enabled. Nor how they could have made purchases. Unless it was someone who had physical access to your phone.
Anyway, you can unlink your Meta account from PayPal to prevent any more purchases from your Meta account.
Sign in to PayPal. Click the settings "cog wheel". Select "Payments". Scroll down and select "Automatic payments". On the left-hand side, scroll down and select "Meta Platforms Technologies, LLC". On the right-hand side, click "Cancel".
