I guess, something went wrong with your account migration.
You should talk to support, so they can look int that.
You can reach out to support via email, chat or whatsapp here:
I can't contact support because they don't see any devices associated with my account.
If that's the only option then that means that I won't be able to use my new quest 3s when I get it and will only be able to start troubleshooting with support...
Doesn't make sense that I have to have device associated to get in contact with support.
To clarify - I don't see options for email, chat or whatsapp.
Is it possible to get their support email in a different way that I could send them issue description in advance?

You can send a PM MetaStoreHelp​ here in the forum, they can help you to sort that out.
Click on their name, then click the "message" button.
