When I go and hold down the power button to get to the shutdown menu it never shows until I hear the shutdown sound and when it shutdown it just turns off the screen on standby. So I'm constantly loosing battery. Anyone know a solution?

I guess, what you hear is not the shut down sound, but the little "beep" sound that puts the headset in sleepmode.
Short press power button and release it - you'll get a "beep" sound and the headset is in standby/sleep mode.
Press power button and hold - the shut down menu will pop up.
You can use the shut down menu, or you just ignore it and hold down the power button even longer - don't release the button when the menu pops up - then you'll hear the real shut down sound.

i hold down the button for the shutdown menu and the menu pops up for like a half of a second before the headset makes the beep and goes to sleep instead of shutting down

Try this: When it is in sleep, press and hold the power button again - without wearing the Quest - the lenses will light up, but after a few you should hear a "jingle" sound and it will shut down completely.
